SCSU hires investigator

| After interviewing three candidates for the position of special assistant to the president-lead investigator, SCSU has hired St. Cloud attorney Tracy Bowe.
The three finalists were interviewed during an open forum for faculty and the public.
“Tracy Bowe was chosen because of her background and qualifications for the position of the lead investigator for SCSU," said Marsha Shoemaker, SCSU special assistant to the president.
Bowe will hold the position for a one-year appointment. During that time she will be expected to facilitate investigations into any allegations of bias as well as implement policy, corrective plans, and provide education/training in the areas of equal opportunity, discrimination, harassment, sexual violence and assault.
Bowe has been in her new position for the past four days and has begun familiarizing herself with campus policies as well as MnSCU policies.
“My primary responsibility is to implement processes to respond to issues of discrimination so that things can move through the system adequately,” Bowe said. “I also review existing procedures to implement university policy in a timely manner.”
Other duties for Bowe will be to help facilitate policies and work with outside agencies such as Equal Employment Opportunity Commission (EEOC) and Department of Human Rights and give them the information they need to work with equal opportunity and discrimination cases.
Bowe has also been a human rights officer at College of St. Benedict/St. John’s University for four years. Bowe said she worked with the schools’ human rights policies and procedures and worked with discrimination complaint processes while also administering training and education on discrimination issues.
“My job at St. John’s and St. Ben’s was similar to this position at SCSU,” Bowe said. “My goal is to build confidence and avoid conflicts in diversity in the system so that people respond to issues because they know the issues will be taken seriously.”
Bowe said her goal is to have a system that will work well and people will trust the process when issues of discrimination come up.
“I want people to trust the system,” Bowe added.
Bowe, originally from St. Paul, earned her bachelor’s degree from the College of St. Benedict before going on to earn a master’s degree in counseling psychology from the University of St. Thomas. After attending University of Minnesota Law School, Bowe now works at a private firm in St. Cloud specializing in individual, family counseling as well as consulting with educational institutions.
The special assistant to the president/lead investigator, will be drawing a paycheck between a $56,000 and $68,000 per year. Bowe will be expected to report directly to Saigo.
SCSU has developed the position Bowe has filled as one of the steps the university will be taking to dispel what has been called a climate of bias, discrimination and anti-Semitism at SCSU.
