County limits jobs for handicapped
The county board voted Tuesday to limit the extended employment program to only those classified as having severe mental illness or mental retardation � those with an IQ of 70 or below, or with a related condition.

The program has had a waiting list since July, when human services officials announced it had a budget shortfall of about $184,000 this year. The program serves about 240 people, who work either at a work center or at a variety of community businesses.

"Counties are not required by law to provide extended employment services," said Janet Reigstad, community supports director in the county's human services department.

Gentleman's club forges voters
 The Dakota County attorney charged the owner of Jake's Gentleman's Club in Coates, with orchestrating a voter-fraud scheme involving 94 other people in order to influence the local elections.

County Attorney James Backstrom also filed felony charges Wednesday against the 94 people for allegedly filling out false voter registration forms. All are connected to the strip club in Coates, a town of about 160 in central Dakota County.

Backstrom said that Richard J. Jacobson, the club owner, as well as dancers and some customers submitted voter cards claiming they lived in Coates. Jacobson, 32, faces two conspiracy charges for orchestrating the scheme.
