Lawmakers to debate amendments Minnesota lawmakers plan to debate amendments of the Minnesota Constitution during the 2004 legislative session starting Monday.
Topics to be discussed include taxes, homosexual marriage and bringing back capital punishment to the state's judicial system. Gov. Tim Pawlenty has already said he would support the use of the death penalty in first-degree murder cases.
A proposal to ban homosexual marriages will be introduced under the Defense of Marriage Act. State law already defines marriage as a union between a man and a woman, but lawmakers want to have the definition in the Constitution to make it harder to change.
The Taxpayers Bill of Rights will also be mentioned. It is a measure to prevent tax levies from being raised higher than the rate of inflation.
